우선 이건 확실한 오피셜은 아니고 디코에서 이와라 관리자 들과 유저들이 대화한 내역이니까 100퍼 확실한 건 아님

Long story short - and maybe a little misleading -
Someone reported the website for a specific kind of content that wasn't tagged properly.

The contractors - host and datacenter - cut off the service.

The Mod team is trying to bring the side back as soon as possible.

But it is the first time such an issue has occurred.
they cant open the server since the host is denying them we are just gonna wait until the issue is fixed between the hosting service and prolly there will be a new added rule on the platform if they got their database back and know the reason of why the hosting service is denying the site

Law enforcement agencies, Cloudflare, hosting providers—these upstream service providers don’t give a damn whether your content is “pure 3D, no real children involved, canon age 18+” or not.

Their logic is extremely simple and brutally straightforward:
“We cannot risk exposing ourselves to criminal liability for ‘assisting in the distribution of suspected child sexual abuse material.’”

Under U.S. federal law (particularly 18 U.S.C. § 2258A, § 2252, and related statutes), any internet service provider (hosting provider, CDN, cloud service) that becomes aware of or has reasonable suspicion of suspected CSAM on a platform has a mandatory reporting obligation (to NCMEC) and must immediately remove or block access to the content. Failure to do so can result in criminal prosecution, massive fines, or even criminal charges against company executives.

That’s why, when someone reports directly to Cloudflare (regardless of whether the content is actually CSAM or not), Cloudflare’s risk management team’s first reaction is: Shut it down first, ask questions later. They won’t spend time evaluating whether “this is real CSAM,” “this is 3D rendered,” or “this is art,” because the cost of getting it wrong is far too high—if they miss even one actual case of CSAM, their company could end up under FBI scrutiny.

This is exactly why iwara has been hit with this chain reaction in the past few days:

Someone bypassed the site → reported directly to Cloudflare
Cloudflare assessed the risk → stopped proxying → 5xx errors
Downstream hosting provider was notified via the chain → they feared being held jointly liable → shut down the servers outright + refused to allow data recovery
The entire process is completely unreasonable and offers no real appeal opportunity, because for them, “protect ourselves first” always takes priority.--

지금 관리자들이 파악하고 있는 바에 따르면

누군가 클플에 미성/년자 성착/취 사이트로 신고함

보통 저런 경우는 F/BI가 개입하기 때문에 클플은 위험을 인지하고 즉시 프록시를 중지하고 5xx 에러가 발생

호스팅 서버 업자는 공동 책임을 질까봐 서버를 즉시 다운시키고 현재 이와라 운영진 측과의 대화에 응하고 있지 않음

여기서 발생할 수 있는 최악의 상황은 사이트가 영구적으로 폐쇄되고 모든 과거 자료가 소실되며 이와라 어드민이 F/BI에게 잡혀가는 것 (관리자 중 1명의 의견임)

최악의 상황은 면하더라도 이와라의 모든 자료는 호스팅 서버 쪽에서 가지고 있고 이와라 측은 그에 대한 어떤 백업도 보유하고 있지 않기 때문에
사이트가 다시 열린다고 하더라도 과거 자료들이 다 소실될 가능성도 꽤 높아보임

클플 등의 CDN 업자를 바꾸거나 자료를 법적으로 완전히 안전한 위치의 서버로 옮기려면 일단 호스트 측과 얘기를 해야하는데,
지금 그 쪽에서 일방적으로 응답을 피하고 있어서 전혀 상황이 진척되고 있지 않음

최선의 경우 - 운영진이 데이터 베이스를 확보하고 서버를 옮겨서 이와라2를 개설함.
중간 - 데이터 베이스를 잃고 완전히 새로운 이와라 2를 개설함
최악의 경우 - 사이트가 영구적으로 폐쇄당하고 모든 자료가 소실되며 운영진이 법적 분쟁에 휘말림

최선의 경우도 적어도 몇 달은 걸릴 것이고...

그 이외에는... 진짜 개암담하네...
